TH13 gives attackers Root Riders and the Royal Champion, making ground-based 3-star attacks genuinely threatening. Anti-2 star design must split the four defending heroes to deny any single Queen Charge from clearing multiple defenders in one sweep. Scattershot cross-fire and trap corridors make every approach dangerous.
Place one hero per quadrant: Barbarian King at 9 o'clock, Archer Queen at 3 o'clock, Grand Warden at 6 o'clock, Royal Champion at 12 o'clock. This spread forces attackers to run separate surgical strikes for each hero before launching their main push -- consuming Rage Spells and troop housing space that would otherwise power the Town Hall assault. Heroes in adjacent compartments can be cleared together; spread heroes cannot.
Position both Scattershots to cover the two most direct approach corridors -- typically the horizontal and vertical axes of your base. An attacker who avoids one Scattershot marches directly into the other. Giant Bomb clusters and Spring Trap rows on ground corridors between Scattershots punish Hog Rider and Root Rider approaches from any angle.
The Town Hall should require clearing at minimum four wall layers and two hero compartments to reach. Any attacker reaching this ring with less than 40% army remaining will struggle to secure the 2-star before the timer expires.
